The detailed information is not available without connecting to that specific car. The scan tool will be able to perform bidirectional commands, including fan controls, to whatever degree the vehicle module allows. Some vehicles allow for finite control such as a percentage (i.e 0%, 10%, 20%,..., 90%, 100%) but other control modules only allow ON/OFF controls.
