No, that is not what it means. There is no limitiation to the number of sensors it can program.
"Copy or clone up to 7 TPMS sensors through the vehicle's ECU by connecting the OBD module, transferring all sensor IDs to the tool for quick programming."
The VT46 can pulled up to 7 TPMS IDs from the vehicle ECU and create clones using those IDs. If the vehicle has more than 7 IDs stored, the VT46 will not be able to copy them all at once.
