Can I change parameters such as engine idle shut down time?

This is a pass through device, meaning it has very little capability on its own. Its functions will be that of whatever OE software subscription that you use with it. You would need to research the J2534 diagnostic or programming software of the vehicle you are working on to understand its capabilities.
