NERS or Consult III Plus R2R software
The Nissan site indicates that Consult III Plus R2R has the capability to perform 99 and newer emissions programming, but your site states that NERS J2534 software is required for this capability. Do I have to purchase both of these software subscriptions? Please clarity. Thank you.

CONSULT-III plus R2R Diagnostic System Information:
Software supports diagnostics functionality on all Nissan and Infiniti 2018 model years or newer vehicles.
Software supports all ECU programming/reprogramming & configuration on 1999 model year and newer vehicles and 2018 model year and newer for VIN writing into ECUs.

At this point it is complicated. Consult III R2R software does not require NERS to program. However, we have heard from technicians who have attempted to program later model vehicles (2018, 2019) that the option was greyed out when they attempted it.
Depending on the vehicle the R2R software may not be not be able to complete the job and NERS will be required. Depending on the module being programmed, it NERS may not work either and a full Consult 3+ may be necesary.
