No, this cable is for CAN/ISO protocols which typically began in 2005, it will support some vehicles before 2005 but you will have to research what communication protocol the vehicle uses to determine if it is compatible.
For Chyrsler programming, you would need this Chrysler specific cable

Keep in mind J2534 programming on Chyrsler vehicles will be limited to PCM and TCM only on 2009 and older vehicles.
