Yes you can use this with a multimeter or a labscope. It would not be the best choice for checking very low current draws as it tends to be noisy at very low currents. Also, the jaw is not big enough to go around a battery cable.
I would recommend the Pico 30A current amp probe. It has a 19mm jaw opening that will fit around battery cables, and it is also very accruate for parasitic draw tests.
