Hi, Is there a device to measure the value of an unblown blade fuse?

I need to measure the values of a box of new blade fuses that all seem to have the same thickness filament

Try measuring the voltage drop across the fuse (in mV) with the fuse in a powered circuit and compare it with same type fuses with known ratings.

That said, I don't believe I have ever seen a fuse without a rating and I would probably be suspect of the quality of any that weren't marked.
